The EC will reflect a document number by taking a certified copy of which you will get all the details like the residential address of those people who made the transaction and can further deal with them fro getting the property back. Before this you are suggested to take all the proofs that you have in respect of that property.

For checking the legality of the property you need to check with the Developers Sale Deed and the links (Past registration Deeds and documents) for the last fifteen Years, cross check the details stated in the documents with the EC. For selling the plots the developers must have a approved Lay out copy signed by the competent authority.

As you said there is an existing G+2 construced building is there you are suggested to enquire whether it is regularised or not. If it is regularised all banks do fund for the property upto maximum of 85% of the property cost, sanctioned amount or the agreement amount which ever is less.
